Biographical Sketch:
In 1969, he helped found Brooklyn’s Addiction Research Treatment Corporation (ARTC), now one of the nation’s largest minority community-based substance-abuse treatment programs. As the executive director, Primm pioneered efforts in the 1980s to create HIV and AIDS education, prevention and care efforts for his hard-hit injecting-drug-using clients, including such controversial issues as needle exchange and combination therapy for active users.

Primm has also served for more than 20 years as the president of the Urban Resource Institute, which supports community-based initiatives and social-service programs for battered women, drug users, the developmentally disabled and people with HIV. An adviser to three U.S. presidents, Primm has represented the United States at many international conferences.
